When the video in the post is run through the ‘InVid’ plugin, several keyframes were obtained. On subjecting these keyframes to reverse image search technique, a certain keyframe lead to an article published by the newspaper “Daiji world” on 23 June 2019. As per the article, the men were beaten by the Kodagu Police after a complaint from the college Principal regarding their misbehaviour with a girl in the college premises.

To conclude, the video doesn’t show Police thrashing two men for not wearing a helmet, they were beaten up in an eve-teasing case.
