Fact: The video shared in the post shows an old incident that took place in Chittagong, Bangladesh. The video shows Moin Uddin, an Australia-based Bangladeshi, slaughtering a deer on his unauthorized Hillsdale farm in Chittagong. This incident took place in June 2015. Also, there is no Congress MLA with the name Anil Upadhyay. Hence, the claim made in the post is FALSE.
On reverse image search of the screenshots in the video, videos with similar visuals were found posted on social media in 2019. A few of them can be seen here and here. While responding to one of such videos, IFS officer Praveen Kaswan tweeted that the video is from Bangladesh and the man was identified as Moin Uddin at the Hillsdale Farm in Chittagong.
When we searched for more details using these keywords, a photo with a similar visual was found in an article published by the ‘Daily Star’ news website on 12 July 2015. According to the article, Moin Uddin, an Australia-based Bangladeshi, slaughtered a deer on his Hillsdale Farm in Chittagong and later released a video clip of his act on social media. This incident reportedly took place in June 2015. Amid a storm of criticism, the Chittagong Forest authorities filed a criminal complaint against Moin Uddin and seized 16 deer from his farm.
Several news websites have published articles reporting this incident in 2015. They can be seen here and here. On 13 July 2015, Moin Uddin posted on Facebook defending his act. From all these pieces of evidence, it can be concluded that the video shared in the post is old and is from Bangladesh.
Also, when we searched on the ‘My Neta’ website about ‘Anil Upadhyay’, it was found that there is no Congress MLA with the name ‘Anil Upadhyay’. There are two persons with that name in the search results but neither of them belongs to INC (Indian National Congress). Earlier, when several other videos claiming to be related to ‘BJP MLA Anil Upadhyay’ and ‘Congress MLA Anil Upadhyay’ were shared on social media, FACTLY has debunked them.
