Fact: The video dates to 2022, featuring the then Leader of Opposition Gulab Chand Kataria addressing the Rajasthan Legislative Assembly during the budget session. Here, he discusses The Rajasthan Public Examination (Measures for Prevention of Unfair Means in Recruitment) Bill, 2022, and the irregularities in government job recruitment. Moreover, Congress leader Tika Ram Jully is the current Leader of the Opposition in the Rajasthan Legislative Assembly. Gulab Chand Kataria was appointed as the Governor of Assam in February 2023. Hence, the claim made in the post is FALSE.
Upon performing a reverse image search using keyframes from the viral video, we discovered that several news channels had published this speech on their YouTube channels (here and here). The video dates to 24 March 2022, featuring the then Leader of Opposition Gulab Chand Kataria addressing the Rajasthan Legislative Assembly during the budget session.

Furthermore, he criticized coaching institutes for their role in recruitment exam irregularities, noting that they charge high fees, display large posters, and falsely claim 100% selection rates. He argued that these institutes are at the root of the problem and urged the government to target them to stop such irregularities. He became emotional while emphasizing that ignoring this issue would be unfair to the poor children of Rajasthan who struggle to study. Some families sell their farms or houses to afford education, and many parents sacrifice their needs to educate their children.
