Union Government has clarified that it has no plans to impose toll charges on two-wheelers

A post is going viral claiming that two-wheelers will be charged toll tax on national highways from 15 July 2025 (here, here, and here). Several media outlets have also published reports making the same claim. In this article, let’s fact-check the accuracy of the claim made in the viral post.

Claim: From 15 July 2025, toll tax will be imposed on two-wheelers using national highways.

Fact: The NHAI and Union Road Transport & Highways Minister Nitin Gadkari have clarified that the toll exemption for two-wheelers will continue as usual, and there are no plans to introduce toll charges for them. Hence the claim made in the post is FALSE.

To verify the veracity of the viral claim, we visited the official websites of the Ministry of Road Transport & Highways and the NHAI. However, we did not find any information supporting the viral claim.

As the news went viral and was published by several media outlets, the NHAI responded via its official X (formerly Twitter) handle on 26 June 2025 (archive) and clarified that there are no plans to introduce toll charges for two-wheelers, and no such proposal is under consideration.

In a post on X (formerly Twitter), Union Road Transport & Highways Minister Nitin Gadkari also clarified that the government has not made any decision to impose toll charges on two-wheelers, and that the exemption will continue as usual.

Additionally, the Fact Check unit of the Press Information Bureau (PIB) of the Government of India also issued a clarification on its official X (formerly Twitter) handle, refuting the viral claims. In the post, PIB clarified that the NHAI has made no such announcement and that there are no plans to impose tolls on two-wheelers.

According to the National Highways Fee (Determination of Rates and Collection) Rules, 2008, two-wheelers are exempt from toll charges. However, it is worth noting that tolls are levied on two-wheelers on certain expressways in India, for example, the Yamuna Expressway (here, here). Additionally, the NHAI has prohibited the movement of two- and three-wheelers on certain access-controlled national highways and expressways — for example, the Delhi–Mumbai Expressway.

To sum it up, the viral claim that two-wheelers will be charged toll tax on national highways from 15 July 2025 is false. The NHAI has clarified that two-wheelers will not be charged toll tax on national highways.
