In the tenth edition of Factly’s Government Data Roundup (covering the period from 13 August 2022 to 26 August 2022) we look at some important reports & data released by the Reserve Bank of India, Ministry of Petroleum and Natural Gas, Ministry of Agriculture and Farmer’s Welfare, CSIR-National Institute of Science Communication and Policy Research (CSIR-NIScPR), and Rajya Sabha.
Department of Commerce Restructuring Dossier
Union Minister of Commerce and Industry Piyush Goyal released the ‘Department of Commerce Restructuring Dossier’ report aimed at preparing India to become a key global player in world trade. The report comprises of 14 volumes that define the role of each section within the department and lays down the expected outcomes and key performance indicators. These manuals would enable all the relevant stakeholders to understand their role in the revamped department and help the organization perform effectively. The restructuring exercise is focused on ‘Aatmanirbhar Bharat’ and an Aatmanirbhar Commerce Department. It rests on five major objectives including increasing India’s share in global trade, assuming a leadership position in multilateral organisations like WTO and democratization of trade.

About the report/data:
Every month, the Ministry of Petroleum and Natural Gas publishes a monthly production report of the previous month which contains details pertaining to the production of crude oil, natural gas, and petroleum products at the national level as well as state/UT level. The report is released through a press release. It also has statistics from the preceding month and the month under review, and the corresponding month in the previous year for comparison along with the cumulative statistics of production in the financial year. It also contains the targets set for production for different types of refineries, viz; on-shore and off-shore, refinery-wise details on crude oil processed.
Key Highlights:
- India’s crude oil production during July 2022 was 2453.19 thousand metric tonnes (TMT), which is 5.57% lower than the target for the month and 3.76% lower than the production of July 2021. The cumulative crude oil production during April-July 2022 was 9912.42 TMT, which is 2.17% lower than the target for the period and 0.50% lower than production during the corresponding period of last year respectively.
- Natural gas production during July 2022 was 2882.54 million metric standard cubic meters (MMSCM), which is 3.33% lower than the monthly target and 0.40% lower than the production in July 2021. Cumulative natural gas production during April-July 2022 was 11436.19 MMSCM, which is 2.80% lower compared to the target for the period but 3.38% higher than production during the corresponding period of last year.
- Crude Oil Processed during July 2022 was 21423.25 TMT, which is 11.47% higher than the target for the month and 10.52% higher than July 2021. Cumulative crude processed during April-July 2022 was 87221.33 TMT, which is 7.02% and 13.81% higher than the target for the period and production during the corresponding period of last year respectively.
- Production of Petroleum Products during July 2021 was 21974.60 TMT, which is a 7.85% higher target for the month and 6.23% higher than the production of July 2021. Cumulative production during April-July 2022 was 90095.08 TMT, which is 6.65% and 11.67% higher than the target for the period and production during the corresponding period of last year respectively.

Brief about the report
The advanced estimate of agriculture production presents a detailed estimation of the output of the agricultural (foodgrains & oil seeds) in a crop year. The fourth advance estimates are the latest estimates for the 2021-22 crop year. The data pertaining to the production of major crops including pulses, foodgrains, oilseeds, sugarcane, jute, cotton, etc. for rabi season and Kharif crops is given in the report. Data for the period 2007-08 to 2020-21 is available alongside the estimates for 2021-22. The assessment of the production of different crops is based on the data received from States and validated with information available from other sources. This data is useful for planning & forecasting the share of this sector in the GDP along with setting targets for the coming years.
Key Highlights
- The production of Foodgrains in the country is estimated at 315.72 million tonnes which is 4.98 million tonnes more than the production of foodgrains during 2020-21. The production during 2021-22 is 25 million tonnes more than the previous five years’ average production of food grains (2016-17 to 2020-21).
- Total production of Rice during 2021-22 is estimated at a record 130.29 million tonnes. It is 13.85 million tonnes more than the last five years’ average production of 116.44 million tonnes.
- Total Pulses production during 2021-22 is estimated at a record 27.69 million tonnes which is 3.87 million tonnes more than the last five years’ average production of 23.82 million tonnes.
- Total Oilseeds production in the country during 2021-22 is estimated at a record 37.70 million tonnes which is 1.75 million tonnes more than the production of 35.95 million tonnes during 2020-21. Further, the production of oilseeds during 2021-22 is 5.01 million tonnes more than the average oilseeds production of the last five years.
- Total production of Sugarcane in the country during 2021-22 is estimated at a record 431.81 million tonnes which is 58.35 million tonnes more than the average sugarcane production of 373.46 million tonnes.

About the data:
RBI released the ‘Quarterly Statistics on Deposits and Credit of SCBs: June 2022’ report that includes data collected from all scheduled commercial banks (SCBs), which include regional rural banks (RRBs), small finance banks (SFBs) and payments banks (PBs). It gives the state-wise and district-wise distribution of aggregate deposits and gross bank credit of SCBs.
Key Highlights:
- The bank credit growth accelerated to 14.2% in the quarter ending June 2022 as compared to 6% in the same period last year. The growth was 10.8% in the previous quarter ending March 2022.
- All the population groups (that is, rural, semi-urban, urban, and metropolitan), all the bank groups (viz; public/private sector banks, foreign banks, RRBs, and SFBs) and all the regions of the country (viz; central, eastern, north-eastern, northern, southern, and western) recorded double-digit annual credit growth in June 2022.
- Aggregate deposit growth has remained in the range of 9.5-10.2% throughout the last five quarters. The metropolitan branches continue to account for over half of the bank deposits and their share has increased marginally over the last one year.
- The share of current account and savings account (CASA) deposits in total deposits has been increasing over the last three years (42%, 43.8% and 44.5% in June 2020, 2021 and 2022, respectively).
- As credit growth is outpacing deposit growth in the recent period, the credit-deposit (C-D) ratio has been on the rise: in June 2022, the C-D ratio stood at 73.5% at an all-India level. It was 70.5% in June 2021.
Rajya Sabha’s statement of work
Apart from these reports, Rajya Sabha’s statement of work was released on 12 August 2022 on the day the session was scheduled to conclude. The Monsoon Session of Parliament for the year 2022 that commenced on Monday, the 18 July 2022 was adjourned sine die on 08 August 2022. There were 16 sittings spread over 22 days during this session, which was originally scheduled to have 18 sittings up to 12 August 2022.
The Rajya Sabha’s statement of work is published at the end of every session. It contains a summary of the proceedings in the Rajya Sabha during the entire session starting from Chairman’s opening remarks, issues discussed, reports presented, special mentions, and bills introduced, discussed, and passed, among others. A similar document is also released by the Lok Sabha.
